The Alliance for the Andean Wetlands brings together organizations for the protection and conservation of wetlands

The alliance seeks to protect the water, biodiversity, territories and ways of life that depend on these ecosystems in Latin America, especially in Argentina, Bolivia and Chile. With the aim to promote the protection and conservation of wetlands -as well as the water, biodiversity, territories and livelihoods of indigenous and peasant communities that depend on them- the Alliance for Andean Wetlands (Alianza por los Humedales Andinos) brings together the Fundación Ambiente y Recursos Naturales (FARN) and the PUCARÁ Assembly (Pueblos Catamarqueños en Resistencia y Autodeterminación), of Argentina; the Centro de Documentación e Información de Bolivia (CEDIB) and Empodérate, of Bolivia; ONG FIMA, Defensa Ambiental and Fundación Tantí, of Chile; and the Interamerican Association for Environmental Defense (AIDA), a regional organization.The Andean wetlands - including salt flats, lakes and lagoons - are recognized worldwide as ecosystems of high environmental and social significance. They are also extremely fragile due to their characteristics, whose central element is water, a common good that controls the environment and wildlife. Their vulnerability also rises from the threats they face, including the climate crisis and the negative impacts of extractive activities such as the mining of lithium, copper and other minerals considered "critical" for the transition to new forms of energy generation.In this sense, the increase in demand for lithium in the global north has set in motion an accelerated process of extraction and production at a global level, focused on regions rich in this mineral, such as the Andean salt flats of Argentina, Bolivia and Chile, which are home to more than 53% of proven global reserves.From November 30 to December 12, representatives from nearly 200 countries will meet in Dubai, United Arab Emirates during the twenty-eighth United Nations Climate Change Conference (COP 28) to continue advancing the implementation of the Paris Agreement, which seeks to strengthen the global response to the climate emergency.The protection of wetlands is crucial in this task because they are ecosystems that act as natural carbon sinks, helping to mitigate the crisis.Accelerating the energy transition will be one of the main lines of action at COP 28Faced with this global trend, the alliance promotes a just, participatory and popular socio-ecological transition with a long-term vision, prioritizing integrated water management under a socio-environmental and climate justice approach. Thus, it supports and accompanies local communities and organizations in the care of Andean wetlands and in the construction of socioeconomic alternatives that go beyond mining extractivism.The alliance also seeks to ensure the participation of communities and their access to complete, truthful and transparent information, as well as to provide information to the global society - involving organizations, States and the private sector - highlighting the value of the Andean wetlands and the multiple threats they face.To achieve its objective, the alliance employs pedagogical, legal, research, advocacy, communication and mobilization strategies collectively and in dialogue with communities and organizations. Amazon Summit: 6 proposals for preserving the Amazon through regional cooperation

The Amazon is the world's largest tropical forest, a megadiverse ecosystem, and a global climate stabilizer that plays a key role in South America's water cycle. The region is also home to hundreds of indigenous, peasant and local communities. Despite its richness and cultural importance, the Amazon is threatened by colonization and land grabbing, deforestation, fires and extractive activities, among others. Because the Amazon is shared by eight countries – Bolivia, Brazil, Colombia, Ecuador, Guyana, Peru, Suriname and Venezuela – and French Guiana, a French overseas department, its conservation requires a regional effort. The Amazon Cooperation Treaty (ACT), signed in 1978 by the eight Amazonian countries, promotes the sustainable development of the Amazonian territories, with an emphasis on cooperation and scientific research. In 1998, with an amendment to the Treaty, the countries created the Amazon Cooperation Treaty Organization (ACTO) to strengthen and improve the cooperation process. Today, ACTO is the only socio-environmental bloc in Latin America and the most important scenario for establishing solid regional coordination for the conservation of the Amazon biome. However, this intergovernmental organization has not yet reached its potential. On the one hand, it has encountered obstacles in generating funding, and has had to rely on international sources on several occasions. On the other hand, it has not allowed the effective participation of civil society.                     On August 8 and 9, the city of Belém do Pará in Brazil will host the Amazon Summit 2023, the fourth meeting of the Presidents of the States Parties to the ATT. Given the opportunity that this meeting offers to revitalize the ATT for the benefit of the Amazonian territories, we present below six proposals for the conservation of this ecosystem through regional cooperation.   1. Reform ACTO bodies to allow for public participation There is an urgent need to update the ACT and reinstate ACTO to ensure broad civil society participation, including in the meetings of ACTO's governing bodies and in the drafting of its Strategic Agenda for Amazon Cooperation. The minutes of such meetings should be made public. These and other measures are essential for Amazonian states to fulfill their obligations under the Escazú Agreement, a regional treaty that recognizes the public's right to access information on environmental matters.   2. Promote involvement, dialogue and coordination with Amazonian populations The indigenous, peasant and local communities that inhabit the Amazon have played a fundamental role in its protection. For millennia, their knowledge has enabled its conservation. Therefore, efforts to conserve this ecosystem must begin by recognizing, valuing and protecting these ancestral knowledge systems, promoting their participation in decision-making, and guaranteeing their rights in accordance with international human rights frameworks.   3. Protecting environmental defenders in the Amazon Four of the Amazonian countries – Brazil, Colombia, Ecuador and Peru – are among the countries with the highest risks for environmental and territorial defenders, especially indigenous and peasant women defenders. Despite this, ACTO currently has no strategy to address this serious situation. The organization must guarantee environmental defenders a safe and conducive environment for their work, a task that should include a program for the protection of women defenders in the Amazon.   4. Effectively fight the use of mercury in gold mining The use of mercury in small-scale gold mining is devastating to communities and ecosystems in the Amazon. At the regional level, ACTO should adopt a resolution or program to address this issue directly. And at the international level, member states should act as a bloc to push for amendments to the Minamata Convention on Mercury so that the treaty prohibits the marketing of the heavy metal and its use in small-scale gold mining.   5. Promote compliance with international environmental agreements Based on a regional strategy for the recognition of international environmental law to protect the Amazon and its people, ACTO should advise States Parties on compliance with environmental treaties such as the Convention on Biological Diversity. It should also assist States in the inclusion of threatened sites, knowledge systems, traditions and cultural expressions of peasant communities and indigenous peoples on lists of priority international attention and support, such as UNESCO Biosphere Reserves and Intangible Cultural Heritage, and Wetlands of International Importance under the Ramsar Convention on Wetlands.   6. Promote a different vision of development for the Amazon ACTO should promote a vision of development that considers communities and addresses the problems of deforestation, fires and the expansion of the extractive frontier through international integration. It should also articulate regional efforts to stop the expansion of the oil frontier and advocate for the establishment of a moratorium on fossil fuel extraction in the Amazon. In addition, it should promote legal reforms that discourage the expansion of illegal mining and its impacts.   Looking to the future The Amazon rainforest and the potential for regional cooperation to conserve it are at a critical juncture. The point of no return for the Amazon, the point at which the rate of deforestation nullifies its capacity to regenerate, is no longer a future scenario. But at the same time, after several years of little action within ACTO, this year's Amazon Summit and the reactivation of the Amazon Parliament in 2022 renew hope for regional cooperation to conserve the Amazon. In the same vein, the presidents of Brazil and Colombia recently announced their goals to reduce illegal deforestation in the Amazon by 2030. Given the current threats to the Amazon and ACTO's mandate to promote regional cooperation, its member states should seize this moment to provide the organization with more regular and permanent funding. This is necessary to implement effective long-term programs and, in particular, the above-mentioned proposals. Civil society should also take full advantage of opportunities for advocacy with ACTO and its bodies, including participation in the Amazon Dialogues that will take place from August 4 to 6 as a prelude to the Summit. Joint regional and transboundary efforts are powerful enough to save a vital ecosystem for the region and the world.

Urgent alert on human rights threats due to Pantanal degradation

The Pantanal is the world’s largest freshwater wetland. It’s nearly 18 million hectares stretch across Brazil, Bolivia, and Paraguay, making a home for thousands of species, some of which are in danger of extinction.  It hosts six different Ramsar sites, wetlands of international importance, and has been designated as a Biosphere Reserve and UNESCO World Heritage Site. Forest fires, drought, and deforestation, due largely to the expansion of industrial agriculture and the construction of hydroelectric dams, have destroyed millions of hectares of this wetland.  The devastation is not only environmental, but it has also affected the lives of those who inhabit the region, threatening their right to live in a healthy environment.  In addition, the Pantanal provides resources and sustains the livelihoods of about 1.5 million people. More than 270 communities—including indigenous peoples, cattle ranchers and riparian communities—depend directly or indirectly on the wetland, although its relevance transcends the region and is fundamental to the well-being of more than 10 million people. However, the Pantanal is at risk of collapse. Only 5 percent of its area is protected. In recent years, forest fires, drought and deforestation—associated with the expansion of agribusiness and the construction of dams—have destroyed millions of hectares of this wetland. This damage violates the rights of local people and communities. Environmental Damage and Human Rights The intensification of extractive activities during recent years, principally ranching and industrial agriculture, have led to unprecedented droughts and fires in the Pantanal.  In 2020, wildfires destroyed more than 4.5 million hectares, almost one-third of the wetland’s area.  And so far in 2022, more than 123 thousand hectares have been consumed by fires, 26 percent more than had burned during the same time period in 2021. In addition to the fires, drought has been intensifying.  One of the most serious cases is that of the Guató people of Baía dos Guató, Brazil, who have lost almost 90 percent of their territory to fire. "The fires destroyed crops, burned houses. The fire destroyed a large part of our territory, destroying many trees, animals, birds, damaging our animals and plants and our food security, because it destroyed our crops," said one of its members. "Everything is coming to an end." Fires in the Pantanal have caused the loss of forests and biodiversity, aggravating the climate crisis. They also impact the health and livelihoods of nearby communities by destroying their homes and territories, making them more susceptible to health problems, especially respiratory problems. Fires have resulted in the loss of seeds and the death of animals. The drought especially impacts communities that depend on fishing for food and income (about 70 percent of Pantanal villagers depend on fishing as their main livelihood). Women engaged in artisanal bait collection for sport fishing have been particularly affected. The traditional communities in the region have also been severely impacted, as the fire has reached all of their territories, destroying almost half of them. This has repercussions on the development of their cultural practices, as for many Pantanal communities the connection with the land plays an essential role. They obtain from nature the plants for their traditional medicines and raw materials to build their houses, utensils and handicrafts. For the Yshir, for example, the destruction of the Pantanal threatens their belief system and cosmology (where the forest, rivers and wildlife are central), preventing them from maintaining their traditional ceremonies based on these beliefs. An Emergency Call The Interamerican Association for Environmental Defense (AIDA) and Ecologia e Ação (ECOA) prepared an urgent alert for United Nations Human Rights Rapporteurs to report on the critical situation of the Pantanal and request that they issue recommendations to the three countries where the wetland is located in order to prevent the recurrence of fires, ensure the restoration of ecosystems and guarantee the rights of local populations. We also ask them to visit the site to learn about its situation first hand and to give their recommendations a greater force and sense of urgency. The biological wealth of the Pantanal is incalculable. The site provides several ecosystem services: flood flow regulation, climate regulation, soil fertility control, biological control, biodiversity maintenance and is a source of water, food and raw materials for the population. The environmental and social importance of the Pantanal requires urgent, coordinated, transboundary and effective actions to ensure its restoration and protection. It is time to join forces and take care of the enormous natural and cultural wealth of this biome that is so important for life.

What you should know about the trinational alert to save the Pantanal from wildfires

In recent years, fires have seriously damaged and endangered the largest freshwater wetland in the world, the Pantanal, which sits at the shared border of Brazil, Bolivia and Paraguay. Given the urgency of the situation, civil society organizations alerted the Secretariat of the Ramsar Convention, the intergovernmental treaty for the protection of wetlands, about the damages to the Pantanal and requested its support in the search for solutions. In the current context of climate crisis, the protection of key ecosystems like wetlands and the curbing of large carbon dioxide emissions caused by forest fires is an urgent task. Here's what you need to know about the crisis facing the Pantanal wetlands and recent efforts to bring about their recovery through transboundary cooperation.   An epicenter of biodiversity at risk In its nearly 20 million hectares, the Pantanal is home to species of at least 3,500 plants, 600 birds, 150 mammals, 175 reptiles, 40 amphibians and 300 freshwater fish. Some of these species are endangered in other regions. It is home to the highest concentration of jaguars and caimans in the Americas. The destructive force of fire In 2019 and 2020, the Pantanal burned at an unprecedented rate. In 2020, fires devastated 4 million 300 thousand hectares of the Pantanal region, the highest number recorded since 1998. That same year, 100 percent of Brazil's Pantanal Matogrossense National Park burned. Fires there have become a transboundary problem. Aggravating the global climate crisis In addition to the loss of forests, the death of animals and the direct impact on the health and livelihoods of local communities, fires in the Pantanal aggravate the climate crisis. A study published by the Brazilian Academy of Sciences estimates that the 2020 fires in the Pantanal region of that country released around 115 million tons of carbon dioxide into the atmosphere, more than 20 percent of the carbon dioxide emissions generated in Colombia during that same year. International alert for urgent measures On February 2, World Wetlands Day, AIDA—together with the Center for Biological Diversity and Ecologia e Ação (ECOA)—requested the Ramsar Convention Secretariat to send an advisory mission to six Pantanal wetlands located in Bolivia, Brazil and Paraguay. The organizations also requested that the sites, considered internationally important under the treaty, be inscribed on the Montreux Record, the global list of wetlands at serious risk. They urged the three governments to implement measures to preserve the Pantanal as a transboundary ecosystem. Specialized support for rescue "The advisory mission consists of a visit by international experts who would provide highly specialized recommendations to Brazil, Bolivia and Paraguay to overcome the conditions that generate risk for the conservation and wise use of the Pantanal, as well as to develop innovative management and protection measures," explained AIDA attorney Claudia Velarde. The inscription of the sites on the Montreux Record implies financial assistance, as well as support and technical advice, for the recovery of the Pantanal in the three countries. In July 2021, in the Brazilian state of Mato Grosso alone, the burned area of the Pantanal was five times larger than that of São Paulo. With appropriate and timely actions, it may be possible to prevent the degradation of the ecosystem from recurring in June and July of this year, when forest fires season begins. The alert represents an important opportunity for the countries that share the Pantanal to manage its ecological wealth in a collaborative and sustainable manner, joining efforts for its preservation.

In-danger designation requested for Pantanal wetlands in Brazil, Bolivia and Paraguay

On World Wetlands Day, advocates urged the Ramsar Convention Secretariat to conduct an advisory visit to wetlands severely affected by fires, and for the governments of the three countries to inscribe the sites on the global list of wetlands at risk of disappearing.   Gland, Switzerland -- Civil society organizations sent an urgent alert to the Ramsar Convention today requesting a full assessment of damage caused by recent fires in the Pantanal, the world’s largest tropical wetland, a natural area shared between Brazil, Bolivia and Paraguay. The groups requested that the Secretariat conduct an advisory mission to analyze the state of six wetlands, which the Convention has recognized as being sites of international importance, and for the wetlands to be included on the Montreux Record, a list of the world’s most at-risk wetlands. The Interamerican Association for Environmental Defense (AIDA), the Center for Biological Diversity and Ecologia e Ação (ECOA) sent the alert on World Wetlands Day. They also urged the three governments to urgently implement measures to preserve the Pantanal as a transboundary ecosystem. The Ramsar sites addressed in the request are the Bolivian Pantanal; the Reserva Particular do Patrimonio Natural SESC Pantanal, the Reserva Particular do Patrimonio Natural Fazenda Rio Negro, the Pantanal Matogrosense National Park and the Taiamã Ecological Station in Brazil; as well as the Rio Negro National Park in Paraguay. "A Ramsar in-danger designation is crucial to combating the Pantanal’s huge and unprecedented fires, which now threaten Bolivia, Brazil and Paraguay," said Alejandro Olivera, a senior scientist with the Center for Biological Diversity. "Public policies that promote agriculture and livestock expansion and allow burning within the Pantanal have combined with limited cross-border collaboration to create a tinderbox. Ecosystem-damaging fires will continue without stronger commitments to protect these critical wetland habitats." In 2020, fires devastated 4.3 million hectares of the Pantanal region, the highest number since monitoring began in 1998; the number of fires burning in the area was 508% more than average. That same year, fires burned 100 percent of the Pantanal National Park Matogrossense. At least 10 million animals died in just three months. Unusually large fires continued in July 2021. "We are asking the States to comply with the obligations acquired before the Convention, generating coherent mechanisms and implementing policies and norms to protect the Pantanal," explained AIDA attorney Claudia Velarde. "An advisory mission to the six Ramsar sites could provide specialized assistance to the Brazilian, Bolivian and Paraguayan governments to overcome the conditions that pose risks to the conservation and wise use of this key wetland.” Likewise, the inscription of the sites on the Montreux Record can result in economic aid, support and technical advice, for the recovery of the Pantanal in the three countries. "We sent an urgent alert for Bolivia, Brazil and Paraguay to focus on the Pantanal as the world's largest transboundary freshwater wetland," said Andre Siqueira, President Director of ECOA. "The Ramsar Convention cannot achieve its objectives if the ecosystems it protects are significantly damaged by the continued use of fire, agribusiness and the lack of adequate resources to fight fires." The biodiversity and ecological richness of the Pantanal is incalculable. At least 3,500 species of plants, about 600 birds, 150 mammals, 175 reptiles, 40 amphibians and 300 freshwater fish inhabit the biome. Many are in danger of extinction in other regions, such as the tuyuyú and the jaguar, the marsh deer, the giant otter and the macaw, all emblematic species of the biome. International technical assistance is consolidated to recover Uru Uru and Poopó lakes

At the request of organizations and communities, experts from the Ramsar Convention Secretariat will evaluate the degradation of the lakes and then issue technical recommendations for their recovery.   Oruro, Bolivia. From October 11 to 15, a team of experts from the Ramsar Convention Secretariat will visit the Uru Uru and Poopó lakes, located in the central-eastern part of the Bolivian altiplano, to conduct a technical analysis of their degradation and then provide concrete recommendations to the Bolivian State for the recovery of the ecosystems. In July 2019—as part of the #LagoPoopóEsVida campaign—local communities and environmental, social and women's organizations sent the Ramsar Secretariat information on the state of the lakes and requested technical assistance to assess their health. The Bolivian government then made the formal request to make the visit feasible. "We recognize the political will of national authorities to obtain international support for the environmental crisis facing the lakes, on whose preservation the livelihoods of peasant and indigenous populations depend," said Claudia Velarde, an attorney with the Interamerican Association for Environmental Defense (AIDA). "Ramsar Advisory Missions are an effective tool offering independent and specialized advice geared toward the preservation of wetlands." Poopó is the second largest lake in Bolivia. In 2002, in order to preserve its biodiversity—which includes endemic and migratory birds and the largest number of flamingos in South America—Poopó and Uru Uru were declared a Wetland of International Importance under the Ramsar Convention, an intergovernmental treaty for the protection of these natural environments. "The Uru Uru and Poopó lakes guarantee the recharging of wells and other water sources, regulate the climate, provide habitat for birdlife, food security and sovereignty for surrounding populations, and shelter millenary cultures," said Limbert Sánchez, of the Center for Ecology and Andean Peoples (CEPA). Several factors have led to the catastrophic situation currently facing Lake Poopó, including: mining activities, which have not stopped during the pandemic and permanently generate acidic water and tons of mining waste; the diversion of tributaries like the Mauri River; the fact that the TDSP (Titicaca-Desaguadero-Poopó-Salar Water System) is not guaranteeing water for the entire basin; and the climate crisis. Cumulatively, these situations have damaged the lake and placed the life systems that depend on it at risk. "In December 2015, the water levels of Lake Poopó were completely reduced, one of the biggest environmental catastrophes in the country. Currently, what is left of the water mirror is minimal compared to historical records," corroborated Yasin Peredo, of the Center for Andean Communication and Development (CENDA). In addition to causing serious environmental damage, what’s happening to Lakes Poopó and Uru Uru is a serious violation of surrounding communities’ rights to water, health, territory, food and livelihood. "It’s with great sadness that we witness the disappearing of Lake Poopó, and the risk to our Lake Uru Uru," said Margarita Aquino, coordinator of the National Network of Women Defenders of Mother Earth (RENAMAT). "Mining contamination is stripping us of our water sources and is violating the rights of us women and our communities." Indigenous Aymara and Quechua communities depend on the health of these ecosystems, as do the Uru Murato, one of Bolivia's oldest native nations. The members of this millenary culture once lived from fishing, but the contamination of Poopó and its scarce water supply has forced them to migrate in search of other ways to survive. Don Pablo Flores, a native authority of the Uru de Puñaca community explains: "In August, authorities arrived and with them we went to the lake and found that there is no more water; the Panza Island sector is also dry. As Urus, how are we living? Before we used to go for parihuanas [Andean flamingos], but not now. In February they used to lay eggs and change their feathers. This year there are none. The flamingos are dead. The lake does not exist now. The three Uru communities are suffering; we used to live from hunting and fishing. We ask the municipal, departmental and national authorities for more attention because, so far, practically nothing has been done to save, protect and recover our lake Poopó." By including the Uru Uru and Poopó lakes as a Ramsar site, the Bolivian State committed itself to conserving the ecological characteristics of these wetlands. In this sense, the visit from the mission of experts is a key opportunity to obtain objective and specialized recommendations aimed at fulfilling this commitment. "Environmental organizations, communities and the people of Bolivia are awaiting the visit of the Ramsar Mission. We believe that the current situation of the ecosystem must be taken into account, but also the factors that continue to influence its degradation. As long as strategies to combat climate change are not adopted, mining pollution is not stopped, and the amount of water needed for the entire TDPS is not guaranteed, the critical situation of our Uru Uru and Poopó lakes cannot be reversed," said Ángela Cuenca, coordinator of the CASA Collective. Reflections for a Bolivia free of fracking

Text written as part of the series #TRANSFORMAR LA CRISIS, Tomo II. Crisis Ecológica, extractivismo y poblaciones vulnerables by the foundation Friedrich-Ebert-Stiftung (FES) in Bolivia, to be published soon.   It all began with a study, published in 2011 by the U.S. Energy Information Administration, reporting the existence of large quantities of unconventional hydrocarbons in Bolivia.  The study created considerable expectations in the Andean Nation. Given the gradual depletion of conventional oil and gas deposits, fracking has since become a latent threat. Fracking is a risky, costly and highly polluting technique. As a region, Latin America is home to roughly seven thousand fracking wells. The technique’s advance—as well as related public policies, regulations and social opposition—has commonalities across the region, including its affects on protected areas and on urban, rural and indigenous populations. So far, Bolivia remains free from fracking. But without an intentional political decision to avoid it, and without a population better informed about its effects, fracking could soon become a reality here as well. The risks of fracking in Bolivia The implementation of fracking is a latent threat in Bolivia because of the nation’s significant dependence on fossil fuels. In 2013, the state-owned company YPFB signed a cooperative agreement with YPF Argentina to study the potential of unconventional hydrocarbons. It also asked the operating companies to extract samples from the Los Monos geological formation in the Chaco region. That same year, YPFB Chaco (a subsidiary of YPFB), with the support of Halliburton, carried out a "mini-fracture" in the Ingre X-2 well, part of the Tupambi formation, in Chuquisaca. This operation would have allowed for the discovery of tight sand oil. Based on this discovery, YPFB Chaco had proposed to perform a complete fracture of the reservoir in 2014. It is unknown if this occurred because, in the years following, YPFB stopped generating public information on the project. In 2018, Canadian company CanCambria Energy Corp. signed a study agreement with YPFB, the prelude to an exploration/exploitation contract, to determine the unconventional gas potential at Miraflores, also in Chuquisaca. CanCambria's preliminary data points to the possible existence of a mega-field in the area, whose potential gas resources would be comparable to those of Argentina’s Vaca Muerta. The Canadian firm has prepared a proposal to extract gas by drilling 800 wells over 202 square kilometers in the Miraflores area, in the municipality of Macharetí. Miraflores is located in the Heroes del Chaco Municipal Protected Area and is part of the Yrenda Toba Tarijeño Aquifer System, which Bolivia shares with Paraguay and Argentina. The people living in Macharetí, including Guaraní indigenous communities, were shocked to receive news of the project. The alarm raised by the possibility of fracking in this territory led those who live there to learn about the consequences of the technique, particularly in relation to the use and contamination of immense quantities of water. As a direct result, Macharetí included in its autonomous statute the prohibition of fracking in its territory, intensifying the controversy over the technique’s development in the area. Between extreme energy and an energy transition In the face of this controversy over fracking, two paths lay before us: on the first, is the deepening of the extractivist model and the generation of highly polluting energy, with serious and irreversible negative impacts on Mother Earth and local populations; on the second, is a just and democratic energy transition, which implies the decommodification of energy, a change in the energy matrix, and a shift in the development paradigm. Bolivia, and Latin America as a region, need to profoundly transform the way energy is produced; the new system should be formed with a long-term vision and based on the respect for human rights and the protection of nature. The development of fracking, far from initiating any transition, goes against this trend because it continues to promote a polluting, risky and costly energy system. It is based on dependence on non-renewable energy sources with negative impacts on the territories, inequity and lack of citizen participation in the construction of energy policies. Instead, Bolivia must bet on a socially just, economically viable and ecologically sustainable energy transition. "Bolivia should not move towards the implementation of fracking in its territory because it represents one of the greatest risks to its ecosystems, resources and populations," says Jorge Campanini, researcher at the Center for Documentation and Information Bolivia (CEDIB). "It is urgent to generate solid policies that declare a moratorium or indefinite ban on this technique throughout the country". The experience of Latin American countries that have bet on fracking clearly demonstrates the economic, environmental and social impacts of this technique. In this context, many organizations, communities and peoples have organized to confront the threat. The ongoing Covid-19 pandemic forces us to reflect on the future of fossil fuels, and the need for a just energy transition. Instead of considering fracking as an easy way to create jobs in difficult times, we must confront the health, economic and climate crises together. It’s time to think of resilient recovery, and thus an energy system that is not based on fracking. One idea usually associated with transition is the change of the energy matrix, yet, while necessary, the rapid and effective de-fossilization of that matrix is not enough. The energy transition must be comprehensive and incorporate environmental, economic and social dimensions so that it is also just and democratic. That’s why it’s so important that governments address the issue with a systemic approach.

Championing Lake Poopó’s recovery to protect the life it holds

Calixta Mamani thinks with nostalgia of the tall, green cattails growing along the shores of Lake Poopó, in the arid central plateau of the Bolivian Andes. She once used the reeds as feed for her livestock. "Now, everything has dried up,” she reflected. “There is no life here, the land no longer produces." She thinks also of the birds—Titicaca grebes and Andean flamingos—and of the fish that were once so abundant in the area. "Now you don't see them anymore,” she lamented. “Everything, our culture, is gone." The losses described by Calixta represent a plundering. The indigenous and rural communities living near Lake Poopó have been deprived, not only of their primary water source, but of their livelihood, their way of life, and their culture. Bolivia's second largest lake, Poopó has been damaged by the diversion of rivers, the climate crisis, and mining activities—which have continued despite the pandemic—to the point of putting at risk all the life systems that depend on it. Calixta is a member of the National Network of Women in Defense of Mother Earth (RENAMAT), an organization that defends the rights of indigenous and peasant women against the destructive impacts of extractive industries in the regions of Oruro, La Paz, and Potosí. Responsible for grazing the animals, food preparation, and other household tasks, Calixta and other local women live with the lake on a daily basis. As a result, they more acutely suffer the effects of its degradation. It’s because of the respectful relationship they have with Mother Earth and Mother Water that the communities around Lake Poopó are fighting to save it. Decades of Pollution According to a report by the Collective for the Coordination of Socio-Environmental Actions (Colectivo CASA), complaints related to Lake Poopó’s contamination by mining activities date back to 1981, when researchers revealed that 120 lead, tin, and gold mines were discharging their waste directly into its waters. The situation, which has continued over the years, has led to sedimentation. This means that considerable amounts of cadmium, zinc, arsenic, and lead have become sediment in the lake, making its waters unsuitable for human and animal consumption and of limited use for crop irrigation. "With the passage of time and the advance of mining, the exploitation of minerals has intensified,” said Petrona Lima, from Ayllu San Agustín de Puñaca, municipality of Poopó, in a testimony collected by the Center for Andean Communication and Development (CENDA). “Little by little all this has been disappearing, water veins have been cut, and everything has come to be as it is now; it looks like everything is burned." In an effort to preserve its biodiversity—which includes endemic and migratory birds and the largest number of flamingos in the Bolivian highlands—in 2002 Lake Poopó, along with Lake Uru Uru, was declared a Wetland of International Importance under the Ramsar Convention. Despite this protection, the ecosystem remains in serious danger. In December 2015, water levels in Poopó reduced to such an extent that the body of water actually disappeared—an event considered one of Bolivia’s greatest environmental catastrophes. Although the lake managed to recover its flow during the rainy season, the situation remains critical in the dry months. The Climate Crisis and River Diversion The degradation of the lake is also a result of the global climate crisis, which brings intense droughts and increased temperatures. If the global average temperature increased by 0.8°C due to climate change, in Lake Poopó the increase was 2.5°C, according to information published in 2015, accelerating the evaporation of its waters.  Another major source of the degradation of these high-Andean lakes is the diversion of two of the rivers that feed it: the Desaguadero and Mauri rivers. The former has decreased due to mining and agricultural operations, while the later, located on the border with Peru, has been diverted. Currently threatening the Poopó Basin is the implementation of the second phase of a canal project that would divert more than 500 liters of water per second from the Mauri River to feed the agro-industry in Tacna, Peru. The implementation of the project’s first phase was one of the primary causes of the lake’s disappearance in 2015. Defending Their Source of Life Rural communities, the Aymara and Quechua peoples, the Uru Murato—among Bolivia’s oldest native nations—all depend on the Poopó and Uru Uru lakes. The Uru Murato used to live from fishing, but the contamination of Poopó has forced them to migrate to work in the salt mines. In addition to causing serious environmental damages, what’s happening to this ecosystem is a serious violation of affected peoples’ rights to water, health, territory, food, and work. That’s why AIDA and local organizations have joined forces to defend Lake Poopó, its biodiversity, and the communities that depend on it. In July of last year, we asked the Ramsar Convention Secretariat to send a mission of experts to the country to assess the health of Lakes Poopó and Uru Uru and make recommendations to the government for their recovery. This month, we launched the campaign #LagoPoopóEsVida to make the situation visible and to draw the attention of national and international authorities to the risks facing the lakes and its people. Protecting Lake Poopó would be tantamount to saving lives and preserving one of Bolivia’s cultural cornerstones.

Communities request international support to save Bolivia’s Poopó and Uru Uru lakes

Local communities and organizations call on the Ramsar Convention to visit the lakes and issue recommendations for their preservation. The lakes are at grave risk from mining, river diversion and the climate crisis, threatening the subsistence of indigenous communities and the region’s unique plant and animal species. La Paz, Bolivia.  Local communities along with a coalition of organizations request that the Ramsar Convention, an intergovernmental treaty for the protection of wetlands, send an expert mission to evaluate the health of lakes Poopó and Uru Uru, and issue recommendations to the Bolivian government for the urgent recovery of these key ecosystems. “The Ramsar Convention’s specialized knowledge on wetlands can be of great use to save lakes Poopó and Uru Uru,” said Carlos Lozano Acosta, senior attorney with the Interamerican Association for Environmental Defense (AIDA). These lakes are an important source of water for the plants and animals of the Central-Eastern Bolivian highlands, particularly for several endemic and migratory bird species. Lake Poopó is the second largest lake in Bolivia, after the iconic Lake Titicaca. Together, the lakes host the largest number of flamingos in the Bolivian highlands and, quite possibly, in the entire high Andean region of South America. These highland ecosystems are also home to unique species such as the Titicaca grebe (Rollandia microptera), an endangered species of flightless bird. The lives and livelihoods of peasant and indigenous populations—including Quechua, Aymara, and Uru Murato communities—depend on the preservation of lakes Poopó and Uru Uru. The Uru Murato are known as the “people of water” due to their dependence on the lakes, and are among the oldest native indigenous communities in Bolivia. “It was precisely to preserve the lakes that, in 2002, the government registered Poopó and Uru Uru as wetlands of international importance under the Ramsar Convention,” explained Sergio Vásquez, director of the Andean Communication and Development Center (CENDA). “As such, we ask that Ramsar support the Bolivian government in the protection of these and other high Andean wetlands.” In December 2015, the water levels of Lake Poopó were reduced to such a degree that the body of water actually disappeared, in what is now considered one of the largest environmental catastrophes in the country. The causes were various: sedimentation produced by mining activity; the diversion of the lake’s tributary rivers; and natural phenomenon aggravated by the climate crisis. Although the lake’s levels have since increased in times of rain, the situation remains critical during the dry season. “We’re requesting that Ramsar experts identify measures to strengthen the surveillance and monitoring of these ecosystems,” said Angela Cuenca, of the Coordinated Collective for Socio-Environmental Actions (CASA Collective). “We’d also like them to recommend mitigation and restoration actions for the damages caused by mining activities.” The degradation of lakes Poopó and Uru Uru directly affects the wellbeing of the people who depend on them, causing harms to public health, particularly among women, girls and boys.
